Elks Foundation Legacy Award

Through its three scholarship programs, the Elks National Foundation awards more than $3.74 million a year in college scholarships.

Legacy Awards are $4,000 scholarships ($1,000 per year for four years). The Foundation will offer a total of up to 250 awards.

Following are answers to common questions about the Elks National Foundation's ENF Legacy Awards scholarship contest.


Who is Eligible?

  1. Any child or grandchild (or step-child, step-grandchild, or legal ward) of a living Elk who joined the order on or before April 1, 2013, or a charter member of a Lodge that was instituted on or after April 1, 2013, is eligible to apply. The Elk must also be a paid-up member through March 31, 2017. Great-grandchildren are not eligible.


  2. The applicant must be a high school senior.


  3. The applicant must apply online only. Click here to start a 2017 Legacy Awards application online.


  4. If the applicant's parent and grandparent are both Elk members, the applicant must apply through the parent's Elks Lodge.


  5. Students may applyfor more than one ENF scholarship; however, they may win only one. In cases where the student qualifies for more than one, we will award the scholarship with the greater value.


  6. Legacy Awards may only be applied to accredited US American schools, colleges or universities. (Note: Applicants from Guam, Panama, Puerto Rico and the Philippines may apply Legacy Awards toward schools, colleges or universities in their respective homes.)


  7. Applicants must take the Scholastic Aptitude Test or the American College Test by December 31, 2016.


How Do I Apply, and What Are the Deadlines?  Applications open September 1, 2017


Eligible students should apply in the following manner:


  1. The student must complete and submit the ONLINE application by 12:00 p.m. (noon) Central Time on the January 31, 2017, deadline.


  2. The Elk sponsor’s membership will be verified through the BPOE Grand Lodge headquarters.


  3. When a student registers to complete the online application, both the applicant and Lodge Secretary will be notified by email.

  5. Upon receipt of the application, the applicant will receive a notification that the application was received. Winners will be announced in late April 2017.

Note: Because the contest begins in one Lodge year and the winners are announced in the next, a Legacy Award could go to the child or grandchild of a lapsed member. An applicant's Elk parent or grandparent must be a paid-up member in good standing at the time of application, but if the Elk chooses not to renew membership, that decision will not affect the outcome of the Legacy Awards contest.

COSA Scholarship

Each year COSA sponsors or assists in processing ten $1,000 college scholarships.  These scholarships are given to Oregon seniors attending 2- or 4-year Oregon colleges. Due date for applications is in March.  Results are announced in April.  The following is a list of each of the ten scholarships:

  • David Putnam (1)
  • Oregon Association of Latino Administrators (1) Given to deserving Latino student
  • NWEA (Northwest Women in Educational Admnistration) (2)

Each scholarship application must be signed and endorsed by an active COSA member.  Applications must be postmarked by March 1, 2016.

Tuition Grant Criteria

  1. Download the Clemens Foundation Tuition Grant Application
  2. Applications will be accepted from graduates of the following school districts: Alsea, Crane, Eddyville and Philomath. Included in these districts are Philomath Nazarene, Charter Schools and those who are home schooled. Current High School applicants MUST live with parent/s or court appointed guardian in one of these school districts.
  3. PREFERENCE will be given to students with pioneer family status. A pioneer family would be defined as having one of the parents also graduating from one of these school districts.
  4. Preference will be given to those enrolling in Trade or Vocational schools, medical schools, and approved private universities.
  5. Preference will be given to members of 4H, FFA, Forestry Club and Boy Scouts.
  6. Preference will be given based on financial need.
  7. Applicant’s family background to come from the following: Timber, Ranching, Farming, Mining, Manufacturing and businesses that directly support these.
  8. Application required with 2 references, one of which MAY be from a teacher.
  9. Application deadline is June 30th.

Chas & Norma Miler Scholarships

This scholarship is open to Crane Union High School seniors. It is due May 1st, and you must complete the online profile and application through Dollars for Scholars at this link.

Two references are required as part of the online application.  Additional hand written essay explaining your long range goals should be mailed to P.O. Box 243, Hines, OR  97738, or given to your high school counselor.  This must be received by the application deadline of May 1.  Preference will be given to agriculture majors and education majors.

Carolyn Davies Memorial Scholarship


This scholarship is due March 1st and is $500.  Applicants must apply through OSAC.  Harney County high school seniors are eligible to apply.


This scholarship is on the Harney County Dollars for Scholars list.
